Aurélien Bompard 4a8cc63efa Don't run MirrorManager on inactive mirrors ... It didn't do it before, the process is to let mirror admins re-enable their mirror if it gets disabled. Of course, ideally we would warn the mirror admin when their mirror is disabled...
