Don't run MirrorManager on inactive mirrors

It didn't do it before, the process is to let mirror admins re-enable
their mirror if it gets disabled.

Of course, ideally we would warn the mirror admin when their mirror is
disabled... See https://github.com/fedora-infra/mirrormanager2/issues/342
