0d848e3644 openshift-apps/coreos-ostree-importer: add passive_declares to messaging config 
Setting `passive_declares = true` means the client will not attempt
to create the queue on the server, but will just check to make sure
it exists and configured correctly.

48c03acd60 openshift-apps/coreos-ostree-importer: remove rabbit/user role 
The rabbit/user will just create a publish only user. The rabbit/queue
role will create a read/write user already, so I don't need the
rabiit/user role.
