📝 Change link from Wiki to Pagure (closes fedora-join/Fedora-Join#308) 
This commit updates a link for where the Fedora Join SIG spends time on
welcoming new people to the project. The Wiki page is out-of-date, so
this change instead directs people to the ticket-based workflow
currently run out of Pagure.

Thanks @theprogram for pointing this out and catching it.

Closes fedora-join/Fedora-Join#308.

066a37b5a9 Update README.md 
The current workflow for previewing the page locally is to just run `./builder.sh`. Making that change to reflect this, as well as linking to relevant documentation for folks to get Podman installed as I could not find this info on the developers portal.

071759b9e4 Remove Discord reference 
The bridge for join-sig between Discord and IRC was disabled months ago, due to a combination of nobody from join-sig being in the discord server and *significant* spam moderation problems with the bridge.
