We want to move sign-bridge01 and sign-vault01 and autosign01 all to rhel8, but we have no sigul rpm for that.

@mohanboddu recently fixed the f32/f33 version, but it still uses python2, which fedora doesn't really want and we don't really want in epel8 either.

@puiterwijk was going to look at cutting a new release soon, perhaps we could coordinate with him and just update to the new version for rhel8 and in f32/f33.
(we also need it for f32 for bodhi-backend01).
