1c5be7ac3e openqa: set the UUIDs for the fedora-messaging staging queues 
These should really be secrets, but no-one's around to help me
set up new secrets right now, and it shouldn't matter a lot in
the short term at least.

348145dbfa openqa/dispatcher: first cut at supporting fedora-messaging 
This is a big change to support fedora-messaging based consumers
instead of fedmsg ones in the openqa/dispatcher role. This needs
the fedora-messaging branch of fedora_openqa, until that is
merged to stable. For now this is all conditionalized so prod
will continue to use fedmsg. This also improves some variable
usage and documentation in the fedmsg path too.

aa4d5036b5 copr: set temporary alias from epel-8 to rhelbeta-8 
See https://bugzilla.redhat.com/show_bug.cgi?id=1705912

This won't just start working after this commit. Here we just
prepare the configuration, but it will be properly read only
once we release new copr-frontend

5104ab0d04 bodhi: Use the new way to configure systemd units 
systemd has been emitting a warning about how the include
directive is deprecated. This commit switches Bodhi's systemd
override unit file to use the new way.

1bde1869f8 copr: builders: temporarily disable yum_caches again 
This causes problems to @python/python3.8 project, where is too
heavy re-use of VMs (several hundreds of builds on one VM).

This reverts commit 9988126185.

9988126185 copr: don't disable yum/dnf caches 
We re-use the mock profile several times during one package build,
and it doesn't make sense to re-download the repo metadata all the
time.

We have nowadays namespaced directory under /var/cache/mock
per-build ID, so there's no risk that we'll use some very old
caches because of 'max_age_days' or 'max_metadata_age_days' config
options.
