82c3fba9b8 dnf-automatic: Change the way enabling dnf-automatic detects changes. 
For some reason on some hosts it creates the wants in basic target and in others multi-user target,
so the creates won't work on all machines. Instead we just run it all the time and check the output
to see if it did something or not.

3a12278ad9 koji_builder: make it so Guest.pyc/pyo files are only removed when older than Guest.py. 
This is needed to preserve idempotency.

cacbb74b61 This change will update monitoring and repoSpanner service 
The monitoring needs to see that the service is run by the repoSpanner user.
The service needs to have a larger limit of open files to work.
