ircbot: Add additional topics for #fedora-design (closes #8683) 
This commit adds a few other topics and fixes some syntax for the Fedora
Design crew. This is untested at commit time and may need further
adjustment once it gets deployed.

ircbot: Make #fedora-design bot emit more useful messages 
I was trying to meet this criteria for the filter. I used the CommOps
and Badges bots as examples to figure this out:

[12:20:02] <mizmo> when someone posts to the list - very helpful
[12:20:14] <mizmo> when someone files or coments on a design ticket - very helpful

d108b79337 iad2: add openqa01, openqa-stg01, and db-qa01. 
We had to decrease the disk size on openqa01 for now, as qvmhost-x86-02
doesn't have enough disk for them all as defined in phx2.
However, we hope to have qvmhost-01 up soon and failing that we should
have more hosts once we migrate and ship from phx2.

97be9cdc8d Zuul: use repo-local job playbooks again 
Use our own namespace (fi-ansible) to not clash with tenant-wide defined
Zuul jobs e.g. from zuul-fedora-jobs.
