f8a8c2b68a [scm_request_processor] Make bot more interactive 
This commits adds separate processing for comments in
scm_request_processor and adds following commands the bot will react on.

help - prints this help message
retry - retries the failed request processing
valid - can be used by authorized user to mark the request as valid

Add simple markdown file and flowchart diagram in SVG format.
