f03fde0f5a massupgrade: lots of fixes and improvements 
This SOP had a bunch of old stuff in it.
This syncs it back up with reality mostly.

aea938afd3 Add tickets SOP 
This SOP describes the workflow for handling new tickets that arrive to
Fedora Infra tracker. This includes standard tickets and tickets for
apps we don't maintain.
