Almost have install working right. Just have to figure out how to make it
choose the right directory for static in both cases of: 1) data directory not
specified and 2) data directory specified.

Add a Build command that will substitute the correct paths into app.cfg so
we can move the static directory.

* Make the safasprovider.py we have in this repo into an identity provider.
This will be used internally to fas2 so we don't need to put it in
python-fedora.
