734d1de121 proxy prerelease redirects: try a different way to disable/enable them 
We had a messy setup that needed you to comment a block in one place
and uncomment it in the other. Instead lets try and use the template to
properly handle this and make a file without the redirect when we don't
want it enabled.

This only should affect staging now.

791305b447 Enable the prerelease redirect in stg in prep for release. 
This means staging will redirect all the prerelease links back to the main release
instead of letting them go to beta content. This is so we don't have people
downloading the beta when the final is already out.

d6bfb71113 Tweak the prerelease redirects for server/workstation/atomic. 
If using the default lang, there will not be a /NN/ code in the url resulting in the redirect failing to work.
So, we drop the / on the end and it works for both /en/workstation/prerelease and /workstation/prerelease.
We need to fix this so users aren't directed to a Fedora 28 prerelease page even before Beta.
