c0d85a3489 Use proxy_connect_module if we use https 
While I can't (at the moment) read the log to verify the issue
(since the proxy tell me "error 500 go read the log", my
spidersenses tell me that could be the issue, and it can't hurt
to test on staging

473bcb8e42 copr: be: disable resalloc on stage 
All the resources on AARCH64 hosts are tightly calculated;  so if
stage wastes some resources - devel/production is not able to
start as many resources as we expect.

This reverts commit b42e53c912.

So, the new curl fails in a new way, possibly related to timeouts.
Just disable this again for now until we can figure it out.
