c19bb08541 Add new openQA worker hosts to the appropriate groups 
This doesn't add host_vars for them yet, as I need them to be
partially deployed so I can find the necessary info to set the
host_vars correctly...

We don't know what's wrong on that:
HTTP CRITICAL: HTTP/1.1 503 Service Unavailable - string 'Index of /' not found on 'https://download.copr.fedorainfracloud.org:443/' - 3692 bytes in 0.631 second response time

9a4027b096 Re-enable openQA-related wiki writing services in staging 
Staging wiki auth from openqa-lab01 works again now (thanks to
Aurelien) so we can re-enable these. Also fix the grouping in
openqa_lab that was broken by the sorting done in 580cd25.

f8cb06bd47 greenwave: add some missing tests to the update gating policy 
Several tests had been added to openQA but not to the gating
policy. Two of these would've caught the bad selinux-policy
update if they'd been in place :(

0352342b28 greenwave policy: drop f32 and f33, move f35 back to main policy 
We had a separate policy for f35 due to some known failures
during Branched period. Those were resolved ages ago, so let's
move f35 back into the main policy. Also drop f32 and f33 as they
went EOL.

1a06db4aba copr-builders: fixup the max-worker limit 
In the maximum concurrency limit we did not count with a long time
separated ppc64le machines, but add also s390x since today.

- spread the machines across three jp-tok-* zones (tok-2 seems to have
  issues ATM)
- reserve/release the floating IP address on demand
