Align naming for the Fedora CoreOS Pipeline
...
Our playbook was named `fedora-coreos.yml` and our role was
named `fcos-pipeline`. Let's meet in the middle at `fedora-coreos-pipeline`
for both.
Also update some of the descriptions.

greenwave: add some missing tests to the update gating policy

Several tests had been added to openQA but not to the gating
policy. Two of these would've caught the bad selinux-policy
update if they'd been in place :(

greenwave policy: drop f32 and f33, move f35 back to main policy
...
We had a separate policy for f35 due to some known failures
during Branched period. Those were resolved ages ago, so let's
move f35 back into the main policy. Also drop f32 and f33 as they
went EOL.

The current static path referenced python3.8 in path, which is no longer
true on newer Fedora, so we need to have special rule for staging till
the production will be updated.

noggin: Increase the activation token lifetime

Currently gmail is throttling emails from fedoraproject.org, so the new
user tokens time out before they reach the new user. Bump this up to an
hour for now until the gmail issue is over.
