IMHO the first step for the upgrade should be to read the release notes (https://docs.fedoraproject.org/en-US/fedora/latest/release-notes/) to be aware of what is coming. Any objection in adding this to the steps?

I haven't, and not sure I'll get to it anytime soon. So it's an open task for anyone else to take up at the moment.
