8d0f5d6b64 Delegate Koschei package tracking to pkgdb2 
List of packages which are monitored by Koschei is now managed by
Fedora Package Database (PkgDB).  Packagers can change whether Koschei
will track given package or not by using newly-introduced "Koschei
integration" switch in PkgDB Web UI, or by using pkgdb-cli tool.
